Строительство первой очереди метрополитена в г. Днепропетровске начато в 1981 году. В 1995 году введено в эксплуатацию первый пусковой участок первой очереди метрополитена от ст. “Коммунаровская” до ст. “Вокзальная” – общей длиной 7,82 км, в составе шести станций, электродепо и инженерного корпуса метрополитена.

Второй пусковой участок от ст. “Вокзальная” до ст. “Октябрьская площадь” (“Исторический музей”) имеет общую длину в двопутном исчислении 4,017 км.

Общая эксплуатационная длина первой очереди метрополитена в двухпутном исчислении – 11,1 км.

Степень строительной готовности – 11,6%

Сроки завершения строительства – 4 года.

Выполненные работы на втором пусковом участке первой очереди метрополитена в г. Днепропетровске:

• По состоянию на  октябрь 2012 г. общая длина пройденных горных выработок на втором пусковом участке составляет - 1340 м., в том числе перегонных тоннелей – 680 м.
• На строительных площадках выполнены все подготовительные работы, построены временные сооружения, горные комплексы, завершены работы по сооружению стволов и околоствольных выработок. В центральной части города полностью переустроены инженерные сети. Строительные площадки подключены к сетям энергоснабжения, сжатого воздуха, водопровода и канализации.
• Объект строительства подготовлен для широкого разворота горнопроходческих работ.

Схема строительства второго пускового участка первой очереди метрополитена:

Реализация проекта завершение строительства первой очереди метрополитена в г. Днепропетровске позволит:

• Увеличить в 7 раз объем пассажироперевозок (до 106 млн. пассажиров в год);
• Решить транспортные проблемы пропускной способности в центральной части города;
• Сократить ориентировочно на 9.1 млн. гривен в год затраты на эксплуатацию городского наземного транспорта за счет уменьшения количества маршрутов;
• Содействовать росту продуктивности производства на предприятиях и заведениях;
• Значительно улучшить санитарно-экологическое состояние центральной части города, освободить центральную часть города от строительных площадок и благоустроить цент города;
• Содействовать развитию освоения подземных пространств на сопряжении с вестибюлями станций метрополитена.

Стоимость строительства в Украине:

• Определение стоимости строительства в Украине регулируется строительными нормами ДБН Д.1.1-1-2000, утвержденные приказом Госстроя Украины от 27.08.2000 г. №174.
• Определение стоимости проектно-изыскательных работ в Украине регулируется строительными нормами ДБН Д.1.1-7-2000, утвержденные приказом Госстроя Украины от 14.12.2001 г. №285.

Лицензирование хозяйственной деятельности, связанной с созданием объектов архитектуры:

• Хозяйственная деятельность, связанная с созданием объектов архитектуры, подлежит лицензированию в соответствии с Законом Украины «Про архитектурную деятельность» от 20.05.1999 г.
• Порядок лицензирования хозяйственной деятельности, связанной с созданием объектов архитектуры, регулируется  Постановлением КМУ от 05.12.2007 г. № 1396 «Про лицензирование деятельности, связанной с созданием объектов архитектуры».
• Лицензионные условия осуществления хозяйственной деятельности в строительстве, связанной с созданием объектов архитектуры утверждены Приказом Министерства регионального развития и строительства Украины от 27.01.2009 г. №47.

The construction of the first stage of metropolitan in Dnipropetrovsk was started in 1981. The first stage of the first line of metro from Station “Kommunarivska” to “Vokzalna” was put into operation in 1995. The total length of which is 7,82 km, as part of six stations, electro depot and engineering  building of metropolitan.

The second stage from Station “Vokzalna” to Station “Oktyabrska Square” (“Historical museum”) has a total length in double-track evaluation is 4,017 km.

A total operational length of the first section of metro in double-track evaluation is 11,1 km.

A state of construction preparedness – 11,6%

Terms of construction completion – 4 years.

Execution of works on the second stage of the 1st section of metropolitan in Dnipropetrovsk:

• As of October, 2012, the total length of passed mine tunneling on the second section is 1340 m, including the length of station-to-station tunnels - 680 m.
• On the construction sites there are executed all preparation works, are built the temporary facilities, rock complexes, completed works on the construction of shafts and shaft siding stations. Utility networks are absolutely rebuilt in the central part of the city. The construction sites are connected to the electrical networks, power air, water system and wastewater disposal system.
• The construction object is prepared for broad turnaround of mining workings.

The realization of “Dnipropetrovsk Metro Construction Completion Project” (the first stage) will make possible:

• To increase the traffic capacity by 7 times (to 106 mln. Passengers per year);
• To solve the transports problems of  traffic capacity in the central part of the city;
• To reduce expenditures approximately on 9.1 mln. UAH for a year, which are carried out on operation of municipal overland transports at the cost of reducing the number of routes;
• To contribute  to increasing of manufacturing efficiency  at enterprises and institutions;
• Significantly improve the sanitary and ecological  state of the central part of the city, to release the central part from construction sites and arrange the city center;
• To contribute to underground space development at the junction with entrance halls of stations of metropolitan.

The value of construction in Ukraine:

• —Determining the value of construction in Ukraine is governed by building codes DBN D.1.1-1-2000, approved by the Order of the Construction Committee of Ukraine dated Aug 27, 2000, № 174.
• Determining the value of design and survey works in Ukraine is regulated by building codes DBN D.1.1-7-2000, approved by the Order of the Construction Committee of Ukraine dated Dec 14, 2001, № 285.

Licensing (Certification) of economic activities related to the creation of architectural objects:

• Economic activity associated with the creation of architectural objects, to be licensed (certified) under the Law of Ukraine "On Architectural Activity" dated May 20, 1999.
• A procedure for licensing (certifying) the economic activities related to the creation of architectural objects regulated by the Resolution of the Cabinet of Ministers dated Dec 05, 2007 № 1396 "On Licensing activities related to the creation of architectural objects."
• The terms of licensing (certifying) the economic activity in the sphere of construction associated with the creation of architectural objects are approved by the Order of the Ministry of Regional Development and Construction of Ukraine dated Jan 27, 2009, № 47.

Foreign economic activity:

• All types of foreign economic activity in Ukraine are regulated by the Law of Ukraine "On foreign economic activity" dated Apr 16, 1991.
• A procedure of registration of foreign business entities in Ukraine is approved by the Order of the Ministry of Foreign Economic Relations and Trade of Ukraine dated Jan 18, 1996, № 30.
• The fees charged by the Ministry of Economy and European Integration for  registration of foreign business entities, are established by the Resolution of the Cabinet of Ministers of Ukraine dated Aug 12, 1993, № 631.

Arrangement of joint activities:

• The arrangement of joint activities without establishing a legal entity is regulated by the standards of the Civil Code, Clause 77.
• The Agreement on joint activities must be registered in the State authorities of Revenue Services according to the accounting procedure of taxpayers and fees approved by the Order of Ministry of Finance of Ukraine dated Dec 09, 2011, № 1588.
• If one of the parties of the joint venture is not a resident, then this agreement shall be subject to state registration in accordance with the Regulations on the state registration of agreements (contracts) on joint investment activities with foreign investors, approved by the Resolution of the Cabinet of Ministers of Ukraine dated Jan 30, 1997, № 112.
